If an offer gets added, then removed then again added it would be listed in the `recentlyRemovedMessages` map but it should not. This would lead to the situation that this offer is not provided.

Also it does not handle PersistableNetworkPayload items like Alert, Filter, TempProposal...

Risks for big inconsistencies might be low in case of offers due its short TTL and republishing but with other objects like Filter TTL is very long and there is no frequent republishing. Some of those data are very critical (like Filter).
