[bisq-network/proposals] Add incubator space (#122)

I think this a good idea in general. The detail on how it should work will probably evolve over time. One of the main points is to have a more formalized way to build something more substantial, like the API, and not wait two years before it all can be merged or discarded.

I would say compensation schedule should be decided on per incubation project.
