[bisq-network/proposals] Develop a network of Bisq merchants by adding conditional orders (#123)

Great idea @acrual!!    I think this could be very interesting for merchants in developing countries where bitcoin exchanges are not easily accesible.

This is very interesting as it would significantly enhance liquidity / fungibility of payment methods within Bisq order books.  This could easily be done by any user with 2 or more payment methods.
