[bisq-network/proposals] Option to fixed the amount of the altcoin (#124)

When I open an order to buy BTC with some Altcoin, I don't have the option to fixed the amount of the Altcoin that I have!

For example, I only have 1 ETH to change in BTC.

When I open a new order, it is fixed in the amount of BTC for example 0.0212 BTC
So the exchange rate at the moment I opened my order was 1 to 0.0212
So now if the exchange rate change to 1 to 0.0215
I will need 1.01 ETH
but I only have 1
