[bisq-network/bisq] Arbitration Request - Message Popup (#3328)

On clicking the "ARBITRATION REQUESTED" button during a trade process a pop-up window opens up as shown below:

But I think the message should be differentiated when the trade period has elapsed from when it has not; this information should be used to prepare the message rather than the static portion "If you have not received the payment, please wait until the trade period is over". That portion should obviously not be displayed when the trade period is over.
