[bisq-network/proposals] Implementation of protection tools: strengthening Account Age by requiring payments from 2 Bank Accounts (#93)

I'm finally back on the UI part of the account signing. After coming back to the current state I think the only thing we need to communicate on first sight is **attention** for accounts that are not signed and accounts that were signed but are not able to sign other accounts. So I suggest we use following:

So although we have five states:
- not signed
- signed by arbitrator
- signed by peer
- signed by peer and limit lifted
- signed by peer and able to sign

I would display on first glance only warning for every account that is not able to sign.
All additional information will be in the tooltip. Advanced users could also gather additional information already by evaluating the time since signing (only exception are accounts that are signed by arbitrators which could be signed three days ago, but already are able to sign other accounts).
