Don´t we have somehow this kind risk already?  For example if a BTC seller receives a payment and does not confirm it, he can ddos the buyer so he is unable to open a dispute / publish the donation tx.  So after one month the BTC seller is in a position to blackmail the buyer and get for example half of his BTC back (Of course, he would be risking his security deposit).   

So isn´t there a need for a manual procedure outside of Bisq to publish the donation tx (or whatever emergency tx)?
