[bisq-network/proposals] Add incubator space (#122)

please keep in mind that the underlying Bisq network will remain the same. If a incubator project destroys the p2p network, the original Bisq will no longer work either.

About compensation: if we do not compensate bigger projects early, we will not see bigger projects regularly. If a project is proposed and accepted, yes, compensate it.

Other than that, good to go.
