[bisq-network/bisq-website] New multilanguage system (#260)

I would prefer to not register to netlify if not necessary. Seems like it's asking a lot of info and authorizations that i prefer to not give, since it's a tool i don't use.

I think the problem can be solved by installing an updated version of bundler (2.0.2) on the netlify build machine. Anyway, the upgrade of bundler should not be needed for the new plugin to work, i'm gonna downgrade it back to 2.0.1 and force push. That should solve the issue.
