[bisq-network/bisq-website] New multilanguage system (#260)

I'm testing using Chrome on macOS and it appears without doing anything.

But just browsing around the staging site I see there are quite a few errors where wrong images are used, wrong strings are used, strings are missing, etc. - please go through every page (using each locale) on the staging URL and compare it against the production URL and make things match as much as possible.
