[bisq-network/compensation] BSQ rate for Cycle 12 is 0.44 USD per 1 BSQ (#519)

If nobody is against it, tomorrow I will edit the title of this issue to use the weighted average price over the last 90 days: `BSQ rate for Cycle 12 is 0.56 USD per 1 BSQ`

I'm in favour of using the 30 days instead of 90 as well, but as this is a bigger change, I'd rather implement it for Cycle 13.
