[bisq-network/proposals] Increase REIMBURSEMENT_MAX_AMOUNT parameter to from 10000 to 20000 BSQ (#203)

Good call, thanks @sqrrm. I updated the title of this proposal to make it more explicit. So you'll follow up each cycle with a new proposal to increase until the limit reaches 100000?

The schedule should look something like this:

Baseline: 10000
Cycle 12: 20000
Cycle 13: 40000
Cycle 14: 80000
Cycle 15: 100000
