[bisq-network/proposals] Distribute trade fees paid in BTC to victims if the recent security issue (#205)

another approach:
- leave anything as it is now (ie. trading fees paid in BTC go to donation address)
- the burning man reimburses the victims instead of buying BSQ

upside:
- no new changes required
- trust levels stay as they are
