[bisq-network/roles] Admin Team Lead (#98)

## Cycle 12 report

This is the first cycle report on the Admin Team Lead role. This role issue is new (along with the others created in bisq-network/admin#31), but the role itself has been in effect since the Q1 2020 update (see https://github.com/bisq-network/admin/issues/5). There is quite a bit to share about what's happened in the meantime, but for time constraints I'm going to leave this cycle report a brief placeholder this time around.
