[bisq-network/compensation] For Cycle 12 (#527)

> The 20 USD per language is not a bounty, is the whole budget available for new strings that keep coming in new releases. There is [no budget for reviews](https://bisq.wiki/Translation#Guidelines) and the new strings since the february 1st are 474 words. Translating that costs 33,18 USD, this is how the budget is calculated.
