[bisq-network/compensation] For Cycle 12 (#526)

He and I have adjusted the amount requested.
I don't know when and why have we changed the policy of requestimg compensation. Anyway, now we don't request for newly issued translations being compensated, so the budget have nothing to do with my work. I am only declaring my past translation work as is always done.
