[bisq-network/proposals] Fixed term BTC loans against BSQ collateral (#176)

I think it's an interesting concept but it's really hard to know how much value there is in there. It's quite possible it would add a lot of value, but could equally just come to nothing. With the added benefit of possibly being able to merge the bitcoinj PR from a year ago, I say it's worth an attempt.

If nothing else, I will be keen to help as it sounds fun. It could also lead to improvements in the trade protocol.
