[bisq-network/compensation] For Cycle 12 (#546)

## Summary

This is a reimbursement request for the BSQ that the DAO owes me. Due to input limitations I need to do it as a compensation request. Also compensations requests have a limitation of 100 000 BSQ which forces me to make two reimbursement requests which together add up to 120418.38 BSQ

I am the Refund Agent and reimburse traders that have not agreed to the mediation suggestion, often because of bugs.
