[bisq-network/compensation] For Cycle 12 (#532)

Well, that is unfortunate. I thought I had to wait for approval before submitting the request to the DAO, but the time window between the approval and closing of the phase is so short, I cannot get my approval in... how am I supposed to do that?

Should I just ask for compensation of twice the amount in the next phase and skip the wait for the approval?
