[bisq-network/bisq] Implement simple password-based gRPC authentication (#4189)

For now, I'll back up the test script here:
https://github.com/ghubstan/doodads/blob/master/expect-scripts/cli-test.sh

Just copy the bash script to the root project dir, run :daemon & test script:
    `$ ./bisq-daemon --apiPassword=xyz`
    `$ ./cli-test.sh`
(:cli's wallet should be unencrypted and empty)

I pretty sure 'expect' is available for OSX, but I'm not sure if there are syntax diffs.
