There's a big problem allowing users to open transactions without penalties since nocoiners won't risk anything. You're allowing people (Tax agents) to start opening buy trades for free just to gather information from sellers. This problem is rampant in exchanges like LocalBitcoins.com (and probably on HodlHodl.com).
