[bisq-network/roles] Fee Reimbursement Agent (#76)

@leo816, as you may have noticed, fee reimbursement issues have been getting automatically added to the Case Tracking project board, which is not what we want—they should get added to the Fee Reimbursement project board. The reason for this was a GitHub Action workflow that wasn't smart enough to distinguish between the two issue types. I've just removed this workflow in c05825098ecfbd149a0ef87ee0cee28208a58253, meaning that issues will have to be added to their respective boards manually from this point forward.

Could you please go through the outstanding fee reimbursement issues and remove them from the case tracking board and add them to the fee reimbursement board?

And can you also make sure you're watching this repository so you get notified of new incoming issues? When new fee reimbursement issues come in, you should (a) assign them to yourself and (b) add them to the fee reimbursement board. This would be something to document in the wiki as duties this role is responsible for and/or as part of the overall fee reimbursement process documentation. Thanks.
