[bisq-network/dao] Introducing Bisq's project management process (#11)

As many of you know, we've been bootstrapping a project management process for quite a while now. To get an immediate sense of what it's all about, take a look at the [Master Projects Board](https://github.com/orgs/bisq-network/projects/3).

The effort to establish this project management process is _itself_ a project, managed in the project issue at https://github.com/bisq-network/projects/issues/1.

And the (proposed) process is documented at https://bisq.wiki/Project_management.

To ensure we've got real buy-in among contributors that will be affected by the process, I've put together a proposal at https://github.com/bisq-network/proposals/issues/182. Please take a moment to read/comment on/react to it. Thanks!
