[bisq-network/compensation] BSQ rate for Cycle 16 is 0.68 USD per 1 BSQ (#633)

The recommended USD/BSQ rate to be used for compensation requests on cycle 16 is 0.68. The 90 day weighted volume average at the beginning of the cycle has been used.
