[bisq-network/bisq] PriceNode: Add support for multiple ExchangeRateProviders (#4315)

Alright lets make things more interesting:

I pledge 1000 USD worth of BSQ or BTC, to the first one who finds a critical issue in this PR.

By critical issue, I mean smth that could cause:
- loss of funds
- loss of local Bisq data (corrupt the user's Bisq profile, wallet files, etc)
- loss of open trade offers (a valid trade offer created before, becomes invalid after this PR is applied)
- loss of ongoing trades (a valid ongoing trade gets corrupted or invalidated after this PR is applied)
- a crash of a pricenode or a Bisq node using it
- a widespread unavailability of exchange rates (meaning, a pricenode running this PR offers no more price data, or offers it in a way that can't be used by Bisq nodes)

If you found such an issue, add a comment below with the exact steps needed to reproduce it.

If it is indeed reproducible, congrats, you get the reward :)
