[bisq-network/bisq] Upgrade JavaFX to v14 (#4242)

@cd2357 I had to change the build to ignore test results, but I would very much like to solve this as this build you have going here seems to be the first that runs without crashing under WSL.

In build, I'm getting this.  I'm not versed enough yet to know which particular test is failing.  

`./gradlew build
