[bisq-network/bisq] Add API test harness for Linux & OSX (#4366)

> Finally managed to get the tests to pass. There is a conflict with current running bitcoin core processes it seems. Once my local bitcoin-qt regtest instance was shut down the tests passed.

I intend to fix this in one of the next PRs.  

When `apitest` cannot start `bitcoind` because a host is already running one or more bitcoin-core procs -- bitcoind, bitcoin-qt, ... -- an error message describing the problem and workaround should be loggged.  Passing alternate port params to bitcoind may solve this.  New ApiTestConfig options for alternate bitcoind parameters might also be necessary.
