[bisq-network/proposals] Use Opentimestamps for timestamped p2p data (#246)

I don't have a full picture of how Opentimestamps works, but if each user were to run their own instance there would be no aggregation of timestamping as far as I understand it. If some Bisq contributor(s) were to run such a service then it's not much different to relying on the servers that are currently available. Not saying it cannot or should not be done, but the distribution profile doesn't look much different to me.

Privacy should not be affected at all no matter what service is used as long as it's accessible over tor.
