[bisq-network/compensation] For Cycle 16 (#636)

There is one case for reimbursement this cycle: https://github.com/bisq-network/support/issues/482
and a request has also been made in the app.

The trader asks for 0.65 BTC and the relevant mediator Bisq-knight approves the request. There was a reimbursement request in the previous cycle which was granted by the DAO.

I will try to improve communication somewhat in the future, although I think most devs and mediators know what happens.
