[bisq-network/compensation] For Cycle 16 (#653)

In future requests, this figure should probably be denominated in a fixed USD value, as opposed to a fixed BSQ value. This is consistent with our approach to other fixed monthly compensation rates, e.g. for support agents, bitcoin node operators, etc.
