[bisq-network/bisq] Outlier filter for Market Offer Chart removes body of offers. (#4871)

OK, I've come up with some outlier-values filtering improvements that correct the behavior seen.
Here are some screen-shots for EUR and BSQ markets:

The filtering that was applied was very basic and the increase in BTC price exposed some weaknesses.
1. the factor of 3 cut-off is a heuristic value, the assumptions to its selection are affected by large changes in prices
2. fiat and crypto are displayed differently, was not taken into account.

Will do some code cleanup and proceed to a PR.
