[bisq-network/proposals] Add Transferwise as new multi-currency payment method (#243)

It is not so much disallowing phone numbers. It is only proving the information needed.

You could add more info, but Bisq principles would be minimal amount information needed only.

I can currently trade multiple currencies on TW without revealing my phone number. I would prefer not to add my phone number for privacy reasons.
