[bisq-network/roles] Mempool Explorer Operator (#107)

## Cycle 20 report

Running mempool.bisq.services.
Updated to latest code base to include support for localization and various locales.
I notice that my explorer seems to frequently lag behind others with the most recent TX block height, as noticed in the keybase #ops-status channel. I find that rebooting the server resolves the issue.
