[bisq-network/dao] Please Post Cycle 10 Compensation Requests by Noon CET on Monday 11 February 2020 (#2)

The Bisq DAO has reorganized the way it operates. [This video](https://www.youtube.com/watch?v=oImSdIAsywA) has more details, and we'll have a blog post out soon with the takeaways in writing.

Among the many changes this involves is a change in the way compensation requests are made and reviewed.

**With the current (Cycle 10) proposal phase ending next week, please make your compensation request for this cycle by noon CET on 11 February 2020.**

For now, please:
1. do _not_ make a request in the Bisq software (yet)
2. make sure your compensation request fits within the guidelines of your function as detailed on that function's discussion board post (example: [growth](https://github.com/orgs/bisq-network/teams/growth/discussions/1), [ops](https://github.com/orgs/bisq-network/teams/ops/discussions/1); development and support posts are coming soon)

We're requesting this deadline so that team leads can spend the interim time reviewing requests, requesting changes, and signaling initial approvals to contributors.

Only once you get this initial approval from your team lead should you file their compensation request in the Bisq software.

The purpose of this process is to better account for spending allocation. Specifically, we want to make sure that everyone spending time and effort on Bisq is directing their efforts toward work that is high-priority and within the budget. DAO voting remains the ultimate arbiter of BSQ issuance, but a compensation request that doesn't align with its function's budget and priorities will be downvoted and disouraged with reasoning on GitHub for all stakeholders to see when voting.
