[bisq-network/ops] Ops Team Announcements (#1)

Regarding the Bitcoin nodes, are we dropping the requirement to run electrs as discussed in https://github.com/bisq-network/proposals/issues/132? Due to its additional storage requirements, mine is using about 550GB (600GB costs about $60 from most cloud providers), $50 does not seem sufficient as compensation.
