[bisq-network/compensation] [WIP] For Cycle 10 (#481)

## Summary

This compensation request covers work [delivered](https://github.com/bisq-network/proposals/issues/19) since the previous voting period ([for cycle 9](https://github.com/bisq-network/compensation/issues/472)) up until just prior to the end of the cycle 10 proposal phase, between 2020-01-14 and 2020-02-13.

As we are using the 90 days average BSQ price for compensation requests, as per accepted [proposal 114](https://github.com/bisq-network/proposals/issues/114), and as stated in [compensation 475](https://github.com/bisq-network/compensation/issues/475), the BSQ rate for cycle 10 is 0.67 USD per 1 BSQ.
