[bisq-network/compensation] For Cycle 10 (#479)

Riccardo and I discussed this request on Keybase, because in my opinion, the numbers were dramatically off at first, and it didn't seem like a simple exchange here on GitHub would address the matter.

For the purpose of transparency, I'd like to recap our discussion here.

**Le Fonti TV**

I'm not familiar with Italian media, but I'm willing to believe this was a great opportunity that was executed well. But travel expenses were ~325 usd (short trip within Italy), so the remaining 2200 usd originally requested was requested as compensation for preparation. That seemed incredibly high to me, and after looking through past requests, I couldn't find any requests for such amounts for domestic speaking or media appearances. 

This number has now been reduced by about half to 1200 usd, which is still high by historical standards, but still compensates ~900 usd for preparation, which I still find generous...but an acceptable compromise since there weren't any formal guidelines for this sort of thing while the work was being done.

It's clear we need to establish some.

**Website**

The request for website work was also originally high, in my opinion, but is lowered to more acceptable amounts now. The discrepancy here was essentially technical ability -- implementing technically trivial but repetitive changes over a large number of files by hand takes time, but in such cases, time spent cannot be the metric used for compensation because it will probably overshoot the value of the contribution.

New policy of approving work with estimated compensation in advance should prevent this sort of thing from happening in the future, such that only people capable of implementing changes in _efficient_ ways are incentivized to take on such a responsibility in the first place.

@RiccardoMasutti I see you already made your request in the DAO...please post txid here when you can.
