[bisq-network/bisq] [UI/UX] Notify of delisting of asset in advance (#3399)

I'm looking into possible fixes for this issue. Some ideas that come to mind:

## Settings / Preferences
- Remove delisted altcoin(s) from the "Display altcoins" combobox (check & remove on application startup).

## Altcoin Accounts
- Add text or an icon next to a delisted altcoin account to indicate it is inactive. 
- Add text to the confirm delete popup for delisted altcoins indicating that once it's removed it cannot be added back.

## Trading
- Do not allow new offers for delisted altcoins.

Thoughts?
