[bisq-network/bisq] Update "Faster Payments" payment method to require trader's name (#3976)

### Description

Currently the "Faster Payments" payment method requires only a "UK sort code" and a "Account number". This is no longer enough. [Banks now also require a name](http://www.fasterpayments.org.uk/press-release/new-name-check-safeguard-payments-revealed-october-2018).

It's important that the traders go into a trade knowing what type of info they'll need to share so that they can make an informed decision.
