[bisq-network/dev] Critical bugs board (#2)

I've just done a pretty significant editing pass on this page, if you've already had a look, please have a look again to make sure everything makes sense.

I'm mentioning @bisq-network/support here as well, as the critical bugs process is important from their perspective too. The wiki doc doesn't mention it (yet), but ideally support agents should reference critical bug issue IDs in their own support case issues, such that we have information about how often a given critical bug is impacting users.
