[bisq-network/dao] Introducing the compensation request review process (#4)

If you submitted a compensation request during Cycle 10, you participated in the new _compensation request review process._ In a nutshell, the process ensures that each contributor's compensation request is reviewed by the team lead or leads responsible for the work itemized in that request. This is all part of rolling out our new team structure and adhering to our new budget as detailed in the [Q1 2020 Update](https://github.com/bisq-network/admin/issues/5). This new process has the added benefit of guaranteeing a responsible party for reviewing each compensation request. Previously, there was an implicit expectation that everyone reviews everyone else's compensation requests, and that both does not scale and is dangerous to depend on, as not everyone will have the necessary context and knowledge to effectively review everyone else's work.

**This new process has been documented at https://bisq.wiki/Compensation and will be in effect from Cycle 11 onward. Please have a look at it and provide any feedback or ask any questions you may have.**

At the time of this writing, the vote reveal phase for Cycle 10 is nearly complete. Upon its completion, @bisq-network/compensation-maintainers will immediately close your compensation requests and label them `was:accepted` or `was:rejected` with a closing comment. Further comments are possible on closed issues, so feel free to continue discussing anything about your compensation request even after it has been closed.
