[bisq-network/dao] Announcement for Compensation Request, Cycle 11 (#6)

Cycle 10 worked quite well with the new [procedure](https://bisq.wiki/Compensation), but it was all in a hurry. To give time to do the process in a properly manner for Cycle 11, I announce the scheduled deadlines in advance:

- Ready for Review: March 11th.
- Proposals submitted: March 11th 19:30h GMT

BSQ/BTC rate for this cycle is [0.66](https://github.com/bisq-network/compensation/issues/501)

You can take a look at the whole process for this cycle at the [Compensation Board](https://github.com/orgs/bisq-network/projects/5). There will be reminders for deadlines as we come close to them, but it's your responsibility to follow the required steps on time.
