[bisq-network/dao] Announcement for Compensation Request, Cycle 11 (#6)

@MwithM, It makes sense that compensation request GitHub issues should be submitted and ready for review by March 11th, but when you say Proposals Submitted later that same day on March 11th, that doesn't look like enough time for the actual review process to take place. Is that a typo / mistake? Per the process, the  compensation request issue submission deadline should be approximately 1 week prior to the deadline for submitting DAO proposals.

And for everyone: would you like to have the issue submission deadline added to the [Bisq Events calendar](https://bisq.network/calendar) with an alert ahead of time? Please react to this comment with a 👍 or 👎 as you see fit, and perhaps we can add that to the process.
