[bisq-network/dao] Announcement for Compensation Request, Cycle 11 (#6)

It seems the onchain proposals would be best submitted closer to the end of cycle so that any new comments causing changes in the requested BSQ can be included without contributors having to resubmit. Since it's not possible to change the submitted proposals it's not great with lingering faulty ones.
