[bisq-network/bisq] Cannot build Bisq rpm on Debian 10.3 VM (#4006)

Yes, it was removed by mistake in this merge be70eb1b834219e76b16256cddfaa910ba9facf5. As it was me I'll create a quick PR for it 😬
