[bisq-network/bisq] Add local Bitcoin node configuration detection (#3982)

It looks like my previous message was sent too hastily. I sent it from my phone, where the last notifications I saw on this review thread were about style quibbles (explanatory variable declarations in particular). On returning to my laptop, I see that @dmos62 has followed up with commits that largely resolve the stylistic deviations.

I am wondering, however, why `LocalBitcoinNodeTests` was deleted with nothing seeming to replace it. Forgive me if that's been discussed somewhere already and I missed it.
