[bisq-network/bisq] Add local Bitcoin node configuration detection (#3982)

@cbeams I don't have changes in the works. The test suite was removed because I don't have ideas about how to replace it. Before the detection mechanism was just checking if a socket can be opened; now a whole Bitcoin protocol handshake has to be performed.

I don't mean to be a nuisance with the stylistic discussions. I guess I didn't consider the additional effort the differences created. I'll try and emulate the rest of the codebase.
