[bisq-network/proposals] Delist BSQ (#162)

**Proposal**
Make it a remuneration token as it it not a valid stake from an investment perspective. Use a fixed rate 1 BSQ = 1 USD at BTC conversion instead. This also eliminates economic instability and the possibility to create a budget.
