@MwithM yes this is what I had in mind, but I was only thinking of the short-term (i.e., use last cycle's burn to predict next cycle's issuance). Your suggestion about using an average might better.

I suggest we aim to get basic elements of this proposal figured out and implemented before the end of Cycle 9 in case any proposals need to be made, so that they can be implemented at the start of Cycle 10.

Cycle 9 will end in about 2 weeks from now, and Cycle 10 will begin in about 3 weeks from now.

Maybe we can have a call next week to discuss the basic mechanism proposed here, budget numbers, and any other concerns.
