[bisq-network/proposals] Encourage usage of Yoti by marking offers supporting it (#164)

**Background**
**[Yoti](http://www.yoti.com)** is a new cool way to prove your identity used by millions. It can be used to [certify ownership of a bank account. ](https://bisq.community/t/to-certify-ownership-of-a-bank-account-solution/8865) This delivers direct trust in trading without reputation score.

**Proposal**
When creating an offer include an option to mark the offered trade as supporting Yoti.

**Implementation**
When offers are created there is checkbox to mark the offer as "Yoti supported". This is displayed on the offer in the lists of available offers.
